Background information on ERA-Nets:
For the so called "support measures of the cooperation and coordination of national and/or regional research programmes" (ERA-Net) all organisations fulfilling the following requirements can apply:
- public organisations, which are responsible for the financial or administrative organisation of research activities on a national or regional level
- any other national or regional organisation, which finances or manages such research activities
- organisations operating on a Europe-wide level, with their tasks including the Europe-wide coordination of nationally financed research. Any other legal entitites, e.g. non-profit organisations or private institutions, which are planned and realised on either national or regional level, can participate without restriction as they add up the minimum number of participants.
The rules for participation for ERA-Nets were modified for FP7 in so far as the participation of partners, which plan to develop a national or regional programme, is allowed. Until now the programme had to be established already. The previous rule does still apply o ERA-Net+.
In order to ensure a standard procedure for ERA-Net proposals, there is one common proposal for ERA-Nets with two ways of submission:
- for ERA-Nets, which were defined in the Specific Programmes "Cooperation" or "Capacity"
- for horizontal ERA-Nets, which are not directly connected to the topics of the Specific Programme respectively combine many topics at the same time ("bottom-up"-procedure).
The instrument ERA-Net+ is exclusivly meant for applicants fulfilling the first requirement for the time being.
